Lets assume that VP Chaney chooses to step down.
I believe that President Bush would make a nomination to replace him with Senator Joe Lieberman. It would be a brilliant move in that he could appear as a consilitor by actually naming a Democrat to the seat. This maneuver would be heralded as reaching out to the Dems in a way never done by a President before.

Here is the brilliance of the nomination:

1) Senator Lieberman is very conservative and actually fits better as a Republican anyway.

2) There is no way that the Dems could vote down the nomination. If they did Sen. Lieberman would leave the Dem caucus and side with Republicans, giving them control of the senate.

3) If the Dems do accept the nomination, by law the governor of Connecticut would name Lieberman's replacement. Since Gov. Rell is a Republican he would name someone from his party, therefor giving the Republicans control of the senate anyway.

It would be a win for the White House, no matter how it ended.

If Cheney resigned, Bush would likely nominate Giuliani. I don't think that Cheney shooting himself or someone else is funny. Bush could nominate his father but he wouldn't.

If Cheney shoots one more person, he needs to go to prison.

If he resigns, Bush should appoint a Democrat...then he'll finally be popular.
