It depends.

The only TRUE way to tell the value of an item is to exchange it between an willing buyer and seller in an arms length transaction.

However, in your case of collectibles, you may want to either consult a) an appraiser of numismatics b) numismatic literature or c) eBay

Generally these coin/money items aren't worth much beyond face value unless they are crisp or have some extreme rarity to it's class.

Like I said above, look in magazines, have someone look at it and/or check on eBay. EBay would probably be your best bet as to what to look for in the ballpark.

Or you could see when Antiques Roadshow comes to down :).

it depends on what year it is, the condition it is in, and alot of times even the serial number it has on it.
