Not sure about the Chevy Cobalt but other GM cars, the head rest are not meant to be removed, BUT If you remove the back of the seat there are two spring loaded clips that need to be released to remove the head rest.

When you pull on the head rest all the way up it stops. If you want to return it back down you have to press that little tab to release to go down. Well once you pull it all the way up and it stops press that same tab and it will release it....pull up on the headrest some more and then it will completely be removed. Hope you can get it off.

I have no clue,I've tried to get mine off before,wouldn't budge! It pissed me off so I gave up! lol
