Yes, this is rather simple. You can have many connections behind the same IP address. If you have Cable Modem or DSL, simply add a router to the network. Your modem will serve as the public (WAN) address. Your router can support up to 252 additonal connections on 1 subnet. Many routers today have an "applicaitons and gaming" configuration section which makes it simple.
Good Luck!

192.168.1.1 is usually the IP address of your gateway (router) or another device that is on your Local Area Network. It is likely the router.

Hmm A disagreement on YA!! Actually both are right, the OUTSIDE port of your router or modem will have a single IP address, but devices on the INSIDE of the router must have different IP addresses in order to receive and send data.

you're particular that the IP replaced into a similar for the two ISP's connection? considering the fact it is somewhat strange the only element i'm able to think of of is that between the ISPs is in simple terms leasing the line from the different ISP and that they are actually a similar connection. If it particularly is no longer the case nevertheless, and you certainly checked your IP whilst on the two connections and that they have been a similar, then... i'm as at a loss for words as you're lol wish I helped ! like to hearken to lower back in case you artwork this one out :p
