State College is generally a very safe area, but you could find some trouble with some of the college students. As for Altoona...plenty of rough areas. Much of the area around the downtown is pretty rundown...check out the Fairview neighborhood or the neighborhood around Washington Ave. Plenty of "white trash" strung out on heroin.

Having grown up in a large city, I feel very safe in Altoona and wouldn't be afraid to walk anywhere anytime of day. Some people don't feel that way though. Altoona will have a couple murders a year. State College is the higher class town, but it never goes a year without a murder or two also.

State College is very safe. It was voted the 16 safest metro area in the U.S. I went to college at PSU (as well as I have been back to visit many times since then). You would feel very safe walking down the street at any time of day in any part of town. Right near the university (in downtown State College), it is louder than the rest of town but it is very safe.

I have no experience with Altoona so I can not provide you any info for that city.
