You'll need to delete it while in safe mode (f8 right when you turn on the computer until the screen pops up)
That way it can't say it's being used.

Here's how you get rid of viruses...
1st, don't waste your time with AVG, spybot, CA, ad aware, spyhunter, spy blaster, or anything of the sort. Stay away from anything that is FREE. There is a reason why they free. They are NOT good.
2nd, You need some of the best software out there. Norton Systemworks is very good. That's the only good software from Norton. Don't get Internet security, its not that great. Now the best software you should get is Spysweeper with Anti-virus, this software is too good and gets better everyday. It blocks over 170,600 threats. No other software can compete with that or come close for that matter. I've used them all and it is 2nd to none.
3rd, after you install and update the software, since its in your system you will have to turn off system restore and then go into safe mode and run the scan and eliminate the virus. then after removal, reboot and turn system restore back on.
4th, any probs during or after you do all this, send me an e-mail.

Misty gave you a very good answer try doing a search if you can and know the the name of the virus or the file it is in.Also try doing a system restore go back to the day before you know you received this virus. This may not be a virus it could be a trojan, spyware or malware.Today on your computer you need a anti virus suite a combination of a anti spyware ,firewall and anti virus program. The Internet has become so polluted with virus's ,spyware and malware that a plain old ant virus program is just not enough these days.

If you know the application that is running you might be able to stop the the virus from running by pressing the three keys (at the same time) "ctrl+alt+delete", click "task manager", click "the "processes" tab, click on the application name (to highlight it) and click end process. This sometimes works on the weaker programs. If not follow the advice of the folks above and restart your computer and keep pressing the "F8" key at the top (middle of your keyboard) and down arrow to "safe mode" and press enter. Safe mode launches only the minimum required files for the operating system and prevents any added programs from running (which gives you a chance to delete the file). Once the file is deleted reboot the computer normally. -Good Luck

get the following, all are free for a safe surfing experience,
install in SAFE mode with networking ( hit F-8 at boot time ), run them all in SAFE mode
with networking as you'll need it for the updates all the programs below will need.
Turn off RESTORE and the RECYLE BIN temporarily as virii can regenerate / reinfect even if you delete
them with both services on. After all the scanning and cleaning after a 2nd reboot and one last
scan do you turn both of them back on.
ANTI VIRAL
AVG (free) http://free.grisoft.com/
FIREWALL
ZoneAlarm http://www.zonelabs.com/store/content/company/products/znalm/freeDownload.jsp
WEB BROWSER - http://www.mozilla.org/products/firefox
EMAIL use thunderbird. It has a good built in spam filter and learns when you teach it. http://www.mozilla.org/products/thunderbird
SPYWARE

http://www.safer-networking.org/en/index.html
and if you have a wireless router follow these tips,
1. Use WPA encryption (WPA-PSK) it's less crackable then WEP.
2. Make a passphrase that is upper & lower case and has some numbers thrown in there as well, again harder to crack.
some like mAkE1t5eCurE0rel53 and as long as possible.
3. Use MAC access control so only you or authorized PC's can connect (even if you do have encryption turned on)
4. Turn off DHCP use static addresses.
5. Turn off SSID (and change it) unless your card really needs it (some do)
6. Change username/password of access unit front end
7. Ensure you have the usual firewall enabled on your PC.
8. Paranoia rules, turn WLAN off if your not using it :)
one last tip
control panel---administrator tools--services--messenger
right clik on it
stop the service
then disable it
save changes

Write down where the file is and what exactly it is called. For example, if it's called "excg.exe" and in a file like C://Documents and Settings/User/My Documents, you'd write those down. Next, Restart your computer in safe mode. When you have your computer booted in safe mode, go to the file you wrote down, single click the file, and hit the delete button on your keyboard.

Some viruses require an extensive manual cleanup. It would be of better help to actually list the virus name. I use AVG Free as a virus scanner. Another freebie is AntiVir search both on google. They should delete it for you, otherwise google "manual removal of [INSERT VIRUS NAME HERE]

you have to either download the remover/instructions from an antivirus site link symantec.com or restart your computer in safe mode by pressing the f8 key when it reboots and selecting safe mode with networking support and then when you get into windows you might be able to delete it
