Well, yeah.
For example, if you raise the temperature of the air and no more water vapor is introduced the relative humidity drops. You could then add more water vapor to bring the relative humidity back up to where it was. Thus an increase in temperature and an increase in water vapor would yield the same relative humidity.

The temperature may increase and if the dewpoint remained the same the humidity would fall. But if the water vapor in the air increased as when warmer, moist air flows into an area then the dewpoint would increase and it is intirely possible that the humidity in that case would remain the same.
