Variables...
Will the Death Star be used? Advantage Empire
Which Century is the Federation in?
22nd? Ships have no shields, only ionized hull plating... Advantage Empire
23rd? Constitution Class ships smaller than Imperial Star Destroyers, but have more firepower (phasers vs. lasers), maneuverability and speed of ships are comparable. Federation have no fighters to engage TIEs. Advantage Empire
24th? Federation Capital ships (Galaxy, Sovereign, Defiant classes) still smaller than Imperial Star Destroyers, but have more speed and are more maneuverable and have better firepower yet (more powerful phasers, quantum torpedoes). The Delta Flyer, if mass produced, can be comparable to Incom X-Wing Fighter. If need be, Federation can count on alliances with Klingons, and possibly Cardassians, and Romulans. Advantage... possibly the Federation.
Of course, all of this is contingent on the whims of Q....

id say the emporer he has those giant star destoyers with tons of guns.. 25000 of them at the height of the empire
Federation doesnt have enough ships to watch every problem.. they sometimes have to find ships to send.
