Yes there is a limit on upload speed by your ISP.. you can check what is by going to http://www.bandwidthplace.com/speedtest/

If you mean, can you limit your upload speed on your router, please be more specific... what kind of router... make and model.... linksys, netgear... etc..

You can try out NetLimiter. I usually use that program to control the upload speed. You can limit the upload speed as well as the download speed for individual programs.

Hi. That would depend on your modem type. Dialup? About 5Kb/s. Cable? about 384 Kb/s.
