most will give you a secured credit card if you have "horrible" credit.

Capital One is the only legitimate credit card that I can think of that does this. You must be working, have no judgments, liens or recent bankruptcies. The initial credit limit is usually only around $250 but if you are responsible with the card and pay on it each month they may increase your credit limit by a couple hundred dollars after a certain amount of time. They will periodically review your payment history.
Additionally, you can usually get a secured credit card from your local bank. This involves having an account that covers the purchase that you use the card for, similar to a debit card. However, unlike a debit card, your payment history is reported to the major credit reporting agencies. The benefit of this is that it's basically a means of trying to improve your credit history.

The best way to go is anything that is secured or pre-paid, that way if the money is not there, you cannot spend it and rack up huge penalties, late fees and interest. If this is not an option for your precise situation, then I will let you know which card companies to stay away from. I am a financial consultant and answer this question everyday.
Do not get mixed up with anything backed by Citibank Corp. These guys, unlike Discover and Capital One, have a no tolerance policy for those who default on their payments. If something happens and you are unable to make your payments in full, they WILL sue you. Most other cards are willing to work with your situation and are easy to settle with after a bill has not been payed without going to court. Citi will seek judicial intervention and will do everything in their power to collect their debt in full and tarnish your credit. They are, by far, the most impersonal company and least likely to take your (their customer) needs into consideration. Same with AT&T Universal. Be cautious with any credit card company, but especially these two. Good luck.

providian. and they're also very reliable!! i haven't had any problems with them. i started with a 2,000$ credit limit, now it's up to $6,000 because of my trustworthiness. they even helped bring my credit score from 550 to 750 in a matter of a year and a half. providian uses VISA which is everywhere you wanna be!
providian is even refunding me on a fraud dispute for $65! if there is anything you need to watch with providian, it's you!
