Love of it is.

On this earth, we use things according to what it was made for. Money is a medium of exchange, and behind it is trust, it was made for us to use to exchange goods or services we offer one another so life becomes more organized, easy and happy. If we look at money as something that can give us things we need or the source of our happiness, or as a source of power, then, we become an effect of it rather than us becoming cause over it. Iit becomes something else other than what it is.The person driving the car is in control of the car. If he is drunk, the car has a good chance of having an accident but if the driver is courteous, relax, responsible and ethical, the car will be okay. The driver is cause over the car. Similarly, the person using the money has a lot to do with where the money goes or what it will be used for, good or bad. To answer your question, i'd say neither is true , it's not the root of all evil, nor the love of it the root of all evil. Rather, the person in control of money is the root of good or evil. This is the truth.

Money is an object. It can not be the root of all evil. It can not control people or take control of people. It can not make people do things. It can not make people say certain things. It can not make people act a certain way. Why? Because money is an object, a thing.

The love of money is the root of all evil. People become selfish and act differently. When they use to be giving, they now have become selfish. Spending money on things that they do not need. Thinking that it will make them happy. Buying expensive cars, homes, and even people to keep them company. So the love of money is the root of all evil. Not the other way around because we change as people because of this object.

In response to Sophist I reply that power too is simply a means to an end or a tool as well. Evil is much more fundamental than the love of X or love of Y because X and Y can always be used to gain something else. I would answer that the root of all evil lies in the love of something one ought not to love, or to love it in a an undue excess.

Money is AT the root of all evil, but not evil in its self. Love for money, as long as it does not displace all other loves, is not evil, it is simply practical and efficient. The root of all evil is the Judgment when it displaces or subsumes the Will within its self.

The Will is positive, the Judgment is negative.

Supposedly, it is the love of money, but money is just a tool. It is the love of power that is the root of all evil. NOTE: it is the love not the use of power.

Think about 'value' for a while. The only value that things have in our world now is their dollar value. This is the real evil.
As humans, things have intrinsic and immediate value to us; comfort, love, friendship, beauty, fun and so on. However we live in a global system that generates policy for government and enterprise on the basis of the intrinsic value of money, without reference to human values.
It is not enough to assume that money can buy us the things that we value. Even if it could, having a system that places the value on the money itself means that all other considerations are sacrificed in favour of profit.
You wouldn't sell me all the air from the room that you're sitting in for any amount of money, that would be insane. But we have governments and companies creating each other and competing with each other in an artificial mathematical arena based on the intrinsic value of profit - this generates real-world policy that is often just as insane.
Currency, tokens, markers - these are innocuous tools of exchange and co-operation, but profit, and the value of profit in and of itself is the root of all evil in as much as it is the cornerstone of a value system that will mathematically assure our destruction. You want life on this planet to continue right? That has value to you yes? How much? Because if you can't express it in dollars then it has no value to the institutions we create that generate the policies that govern the choices that effect whether it continues or not.
Please explore this dynamic for yourself; and how it applies to and effects every financial organism from the individual to the largest imaginable government.
