As of December 19, 2005 ... Saudi Arabia (which is located between the Red Sea and Persian Gulf) had the largest PROVEN oil reserves, at 264.3 billion barrels ... approximately 20 percent of the world's total.

However - the largest ESTIMATE of reserves are not in the Middle East (even adding up all the OPEC countries together!). That distinction is in North America - and the country is Canada. For example, the ESTIMATE of reserves in just the Alberta Tar Sands is approximately 315 billion barrels ... or about 25 percent of the proven world reserves! Add to that the Hibernia oil fields off Newfoundland (conservatively set at 50 billion barrels) and ... well ... there's just no comparison.

The current price of oil has enabled the technology for obtaining oil from the Canadian fields to be profitable, hence the continued exploration and production.

There are seven countries on the Arabian Peninsula which is formed by the Red sea and the Persian Gulf. Saudi Arabia, Kuwait, Bahrain, Qatar, United Arab Emirates, Oman, and Yemen. With one-fourth of the world's proven oil reserves and some of its lowest production costs, Saudi Arabia produces over 4 gigabarrels of oil per year and is likely to remain the world's largest oil exporter for the foreseeable future.

Well Saudi Arabia is by far the biggest. Some other countries share The Arabian penisulaYemen...South Arabia...Muscat and Oman...Krucial Oman...Qatar...
However only Saudi Arabia has a shoreline with both the Red Sea and Persian Gulf

The Ghawar field (the world’s largest) holds 70 to 80 billion barrels of proven reserves.
