Russia was part of the USSR since its inception in 1922.
Russia became a truly independent country in December 1991, when the USSR ceased to exist. After the declaration of Sovereignty (but not independence!) on June 12, 1991 (if my memory does not fail me) it was still part of the USSR.

The 1917 revolution overthrew Tsarist rule in Russia and set up an elected parliament. This was overthrown by the bolsheviks (communist) party who took control and declared Russia to now be a Union of Soviet Socialists. Soviet in Russia means council and the concept was that local workers councils would exercise local control and the central power of government would be relaxed. That Communist guy was called Vladimir Illyich Lenin and he, together with others such as Trotsky, embarked on a social experiment to change the way Russia worked. By putting all property in collective hands rather than belonging to individuals they generated the biggest famine in Russian / Soviet history in which 10 million people starved to death.
Lenin died as a result of wounds received in an assasination attempt and power was seized by Stalin who before that time had been a relatively minor figure in Soviet politics.
Stalin had a simple method of keeping power which was based on killing anyone who could possibly oppose him. Until 1953 he maintained total control but upon his death he was replaced by Nikita Kruschev and then a series of less effective and charismatic leaders until Gorbachev became party leader.
In the late 1980's he tried to introduce liberal reforms to the Soviet system but the inherent weakness meant that even small reforms were seen to signal a collapse of control and the 1990's were characterised by virtual anarchy. In the 1990's everyone had to be an entrepreneur to survive, the Russian Mafia were all powerful and much admired as being successful and business rivalries were commonly solved by one of the rivals dying. For many, crime was the only way to survive. At this time Russia changed it's name to the Russian Federation and some of the former Soviet states in decided that they would no longer accept any control from the centre and declared independance. With anarchy reigning their was no central organization strong enough to do anything about this.
Around the year 2000 a new leader, Vladimir Putin, took control of the system and became president. Since then there has been a steady increase in centralized control, the Russian Mafia has been tamed but crime still flourishes and is largely organised and regulated by the Russian police force. Although now much safer than in the past, Russia is still struggling with many social issues, they do not have a structure which encourages business, they have huge social inequalities, low life expectancy, low birth rates, week internal economic structures and low population density so life is still very hard.
In terms of the countries name, most people say simply Russia in the same way that they say simply America or Britain rather than the United States of America or the Kingdom of Great Britain.

There was a Russia, but it was a part of the Soviet Union. So while you are correct that it would be improper to refer to leaders of the Soviet Union as Russian Leaders, Russia still existed as the largest Soviet Republic.

Being Soviet or Russia...it still the same country, minus ex republics, which are independent countries...political systems are what changed....

The guy before me has no clue what he is talking about. Russia is the biggest world oil supplier right now. The quality of life and the level of earnings are very high over there right now.
