yes, it would.
you already know the answer to that.... and teens cost so much money, much more then babies. the clothes cost more, acne medicines, bras, pads, doctors every other week, activities, driving lessons, etc.
college is to be addressed also; for the support to continue til the child is 21, 23, 24 or whatever agreement is reached. every state is slightly different about this age, but the court will address the issue. you may have to file separately for that, the judge will let you know.
for the record, all states have an automatic cost of living increase today... its 2-4 years, depending upon the state.

Agreed, deadbeat dads are no good. However, there are two sides to every story.
What sort of visitation rights does he have? What sort of financial situation is he in? Does he know what you are doing or did with the money when you did get it?
If he didn't have $100/week to send, you never let him see his kids, and he thought you and your new husband were going out to dinner on his dime, then I can see where he might be hesitant to send that check.
That being said, I obviously do not know anything about your predicament. I am only trying to offer a reason for his behavior.
If it were me, I would basically send him a letter saying in a diplomatic way what you have said here. Something like, "The divorce settlement specifies $100/week child support. If this is not possible, what can you afford to send? If you are afraid of how the money is spent, I can offer receipts." . . . and anything else you may think is reasonable and diplomatic.
However, I would also end it in an ultimatum by saying that the current situation is unacceptable and he will find himself back in court in x weeks if a peaceful solution is not worked out.

Honestly, its obvious that he is a deadbeat and by what you described he can't even survive on his own now. If you do get mean about it you are going to end up getting nothing. The courts will lock him up for the back pay in child support and during that time you won't get a dime. And as deadbeat as he is, you will never get any of it anyway. Do what you want, but taking him to court will only dig a deeper hole in your pocket b/c he doesn't have one.

take him back to court. he is breaking his child support order. those kids deserve the support that he is supposed to be paying. all the money that you are spending on their insurance could be used in other ways to make their lifes better.
