Well, a ballad can be "a popular song, especially a slow romantic or sentimental song", so I'd say yes. The lyrics tell a story - or, at the least, describe a scene; so it fills that definition as well.
I'd say it pretty well fills the whole "modern rock ballad" genre.

I think a "ballad" usually involves a storyline. As far as I know, because i haven't heard the song in a while, "If everyone cared" doesn't have a storyline...
