how can you have a walk on tryout for the cleveland cavs

Not going to happen. NBA teams carry so few players they have no need for open tryouts.

Not living in Cleveland, I don't know, but I would say your best bet is to have played in college (or be playing, currently), be very talented, and maybe even (if you've graduated college) played in the developmental league for a while. They would probably contact you about anything if they were interested, but it wouldn't hurt to contact the front office, which I'm sure could be found on their website,
