The US has an extradition treaty with Mexico.

Extradition happens frequently, when the criminals can be caught. But extradition only works when the criminal is already in custody in the foreign country -- it's not automatic grounds for the foreign country starting a manhunt to find the criminal.

Mexico refuses to keep criminals locked up in the first place.

America can't even deport deadly Mexican criminals to Mexico because Mexico will let them out of their prisons. California's governor(Arnold Schwarzenegger) has complained to Mexico about what they are doing.

The state of California alone spends over $700 million yearly on housing criminal illegal aliens. The amount jumps to over a billion when you include court costs and housing in county jails.
