Actually, darling ... I don't have an Idea what you are talking about.... there's a lot of proposal in manila (politics, relationship, family or even business matters.) but I can't help it but to notice that you mispelled Manila for english version but it's correct in tagalog which is maynila, and in french it's manille.
Manila is the capital of Phils. but I assume you knew that already. Right? I hope... LOL! (--,)

Maynila also spelled "Manilla" and is the capital of the Philippines. Proposal means plan, recommendation or offer.
Were you being asked to do something in Manilla or is this the name a story or a movie? If so, then this is what the title means.
