its just a rather odd and totally useless thing i can do... is there an electrical signal or something that the brain sends to the skin or something that does this? im really clueless about it, so if anyone has any information on how or why then that would be interesting.

the hair raising response is caused by the activation of the sympathytic nervous system (also known as the "flight or fight response"). the whole idea is that this response affects systems to gather more information from their surrondings, pupils dilate, nostrils flare, skin becomes more sensitive. What you could be doing is activating the sympathetic nervous system (by thinking angering thoughts, imagining you're cold, I dunno). which causes the muscles at the base of each hair to contract, raising the hairs

No I can't make my hairs stand up on command. I know, 'how boring' but if I'm genuinely freaked out by something it will happen.

I have to think about something I detest or fear and it works. :) I also have hair stand up when it's cold or I am nervous.
