Where can I get this tool I saw a long time ago?

It is a 3/8 socket that fits on a ratchet to fit over taps (to make threads) instead of a tap handle.
I saw it on the back of another tool packet I got from Canadian tire...

Hmm. Am not familiar with one but "one" won't cut it because taps are different sizes. Looks as though we need to do some research, doesn't it?
