As a buyer then the answer is YES. People often lie or don't know what they are selling. So as a buyer you have to ask yourself if the product is worth the loss of money if it turns out to be crap. I've learned that "Vintage" means broken and has been superglued. Even if a seller says that they will refund if you send the product back it would often cost more money then it's worth. I've also bought something that was "brand new and a certain size". When I got it then it was majorly damaged and the wrong size. The seller very quickly disappeared. Your best bet if you want to buy is check to see if they have sold many things and check the feedback. Don't buy from someone who has less than 100% and check to make sure that on the feedback that it isn't multiple A+ from one person. Also don't buy from another country. I had a person take my money in Canada and I never got the item. When I inquired as to where my purchase was then the seller threatened that he would file harrassment charges because I dared to ask that one time. I contacted another buyer and she said that she too had problems with the seller and never got her item either.

I've actually had good luck. Always got what I ordered and usually in a timely manner.
I NEVER buy something from out of the country and I never buy from someone that doesn't have LOTS of feedback and close to 100% favorable feedback as well.
As a seller, I feel that its a pain. I almost NEVER get the shipping costs right, and the ONE time I shipped overseas, the customer complained bcuz of the shipping costs!!! And then there's the case when the check bounced and I got stuck with the bank fees!! Good luck!

I've bought and sold on ebay for a few months now. The only problem i encountered was when one of my buyers didn't tell me he had changed his address. He notified me when too late his $300 item had been shipped to an apt he was no longer living in. Learned my lesson, always confirm the address.

i get stiffed by buyers all the time (if they dont want to pay why the heck do they bid).
three times ive paid for items that i never recieved (got my money back from paypal all three times).
ten or so times i have bought cds/dvds/action figures that turned out to be crappy bootlegs.
i paid forty bux for a used copy of a hard to find ps2 game once only to have the seller tell me i would have to cough up another fifty bux to buy a mod chip off him if i actually wanted to play the darn thing b/c he only sold bootlegs.
had three diffrent buyers claim they never recieved there items and tried to claim against me in paypal, inspite of the fact i always ship registered/certified mail and had receipts with their signatures.

I ordered 2 books payed £12 for postage and they arrived in a used jiffy bag (not even a new one!) and one was missing the back cover. I am not best pleased.

Mostly brain dead idiots who refuse to pay up or package breakable items in jiffy bags then turn round & say "Wasn't my fault its broke - mishandled by the post office."

you'll find you get more help from other ebayers on the message boards on ebay, than you will from ebay themselves. ebay tend to give stock answers that bare no resemblance to the question!
