This will vary some from state to state. You should tell which state you're asking about in questions like these.
I live in Wyoming, so what I'm saying will be based on that.
If you ride a dirt bike on private land, you don't need anything but the bike. Naturally if it isn't your land, you'd need permission from the owner.
Any bike (or 4-wheeler) that's ridden on the public roads must be licenced and insured. So to ride the dirt bike on public roads you would need a licence. And you must have a headlight, taillight and mirror installed. Wyoming does not require use of a helmet, but you're dumb if you don't wear one.
I'm thinking most states are going to be similar. Colorado I know is similar except that no 4-wheelers can be ridden on public roads at all.

Most states do not require a license to ride OFF-ROAD. However, some trails might have their own restrictions, watch for signs.
Insurance is usually only required for ON-ROAD use.
If you want to ride safely even off road, there is a minimum of protective gear you should have. Helmet, slip in mud and hit your head on a rock you could lay there for days. Buzzards love to pluck out eyeballs! Thick leather gloves to deflect tree branches. Leather coat and pants to protect your hide in case of a fall. You WILL fall a few times while you are learning your coordination and balance. Boots with a good sole guard and ankle protection can go a long way to preventing injuries that will spoil your riding fun.

In NH you must have a valid drivers license to ride on sponsored OHRV trails.Under 16 you must have a safety course cert.Your own land or private,non-public access areas with written landowner permission are exempt.Lose you license for DWI and you also lose trail privileges.

no you can not register a dirtbike therefor you need no license to ride one they are for off road use only , i own a ktm 250 sx dirtbike the best fun you will ever have . just get the right safety gear , boots , helmet ,armour goggles and the dirtbike pants,

depends on the state law in your area. in most places you do not as long as you don't take it out on the road. Also make sure that the law in your area doesn't require helmets. Sometimes they will write you a ticket even if your off road.
