Not exactly a legal term, but the definition is - "A system where the neutral and protective functions are combined in a single conductor in PART of the system." This used to be called PME (Protective Multiple Earthing)

Terra Neutral-Combined-Separate in my language as Electrician describes a type of electrical supply that brings the power into your house. It describes the arrangement of the Earth and the Neutral at the supply transformer.
