It is the District of Colombia that is the extra one.
Likewise Miss America has 52 contestants, their two extra are Miss District of Columbia and Miss Virgin Islands.

Puerto Rico is part of the U.S. but I'm pretty sure it's the Virgin Islands that they have a contestant of, becuase the U'.S. Virgin Islands are part of the U..s
