The ignition switch is actually about halfway down the column (not were the key goes in) If the rod from the key switch to the ignition (electrical switch) is bent this may be a problem.

First off...Get a Haynes repair manual.
The placement of the ignition switch under the dash is adjustable. There's a rod that runs down the top of the steering column to the switch.
If the ignition switch is not placed proplerly, when you turn the key to the off position, the switch doesn't move far enough to break the contacts.

Get a wiring diagram of the truck and start tracing and verifying all the wires and their locations. This may take some time. It might be easier to go to an automotive electrical repair shop. I had trouble with my 84 F150 and they found the problem in a minute. I'm sure yours will take a little longer.

Move to a better area where cars don't get stolen. Sell the f-150 to some cracked out bimbo on the corner, and use the money to buy a better car after you relocate.
