You are measuring the probability that two separate events (each generates a number) generate the same number.
Like tossing a die. Probability that if you toss two dice you get doubles. It only makes sense in the context of the probability of the single event you are measuring.

equal could be replaced by "the same"
so, what is the probability of two equal numbers.
If you were rolling two dice the probability (likelyness) of you rolling two equal numbers (two of the SAME number) would be 6:36
because:
if you rolled 1 the other could be 1,2,3,4,5, or 6 now if you rolled 1 on the first dice and 1 on the other they would be equal.
if you rolled 2 the other could be 1,2,3,4,5, or 6
if you rolled 3 the other could be 1,2,3,4,5 or 6
and same with 4,5 and 6
however, for your equasion P could equal 1,1 or 2,2 or 3,3 or 4,4 or 5,5 and so on.
hope this is what you are looking for!
