Serbia did, under pressure from Russia, agree to almost all of Austria-Hungary's demands, but the blank check guarantee, which was given to A-H by Germany (not by Russia to Serbia), removed any motivation on the part of A-H to negotiate.
The irony of all this is that the assassins were trying to destroy the Austro-Hungarian empire, but the assassination itself did almost nothing towards that goal. The response of Austria-Hungary to the assassination, however, did lead to the empire's destruction.

Serbia was in no position to demand anything from the other European nations, particulaly after the assassination of Archduke Ferdinand. It would have been more realistic for Serbia to give into some of Ausria-Hungary's demands, and not all of them!

Russia caused WWI by basically giving Serbia a blank check to do whatever they wanted.

If Prince Charles were killed in Belfast like Ferdinand were killed in Serbia, the British response would be at LEAST as strong as Austria-Hungary's response to Serbia.

Nothing could have stopped the war. There was too much tension between the great countries of that day, so Franz Ferdinand's murder was just a pretext to start a war.

The murdered occured in Sarajevo in Bosnia, not in Serbia.
