Seems like the goals of US have now changed from containting Soviet expansion to preventing Global terrrorism.

It's a kind of replacement for containment. The Cold War was responsible for keeping military spending at high levels for 30 years or more. Then when it ended, the war profiteers got nervous because they saw that a world at peace would threaten their meal ticket. So they came up with the war on terror and military spending is back up where they like it.

No, it's not a continuation of either one. It's about Cheney's vision of America becoming an empire. What has happened to every empire in the history of the world? It collapsed and it was horrible for it's citizens.
