Certain companies still do let one work their way up the ladder--but that doesn't happen overnight. Why doesn't your friend start a job in customer service (usually high school is enough), and take some computer (or other) courses at the community college--he or she could learn to be a pharmacy tech, a truck driver, a computer repair person, and a bunch of other things. Check out the direct-hire programs at your local community college.

Now more than ever education is everything. 30 years ago you could join a union and get a very good paying job with no education. Today with a world economy and weak unions low skill and labor salaries are going to be averaged out world wide.

For any chance of a good life you gotta get as much education as possible. If you are poor do the military thing, it isn't a bad deal.

If he wants to make good money (which I assume you mean he wants to get rich) with only a high school education, his best bet is to start his own business. If he's not interested in that, he should look for an employer that will help pay for advanced schooling. He will have to start low on the ladder, but if he takes advantage of the tuition reimbursement, he will get his college degree and possibly move up quickly.

I'm glad he's got his HS education. But in order to make more money, he's gonna have to go to some type of school, to either get some kind of certification or degree. Best of luck to you and him.
