Well though you might not want to hear this, it will cost you some money, but there are cheaper video cards out there you could buy that could let you play that game, but probably not with high details. I know my friend had a ATI of 128, not so sure what exact model but it worked pretty well. I'd also suggest trying nVidia. Something that will let you play with low details might be around 150-200$.

COD cutting-part conflict 2 recomends Nvidia Geforce 7800 or more suitable positive or ATI Radeon X1800 or more suitable positive. you are able to favor to get an Nvidia 8800gtx 512mb or ATI HD 2900XT 512mb to play the game easily without lag. save in ideas the video card is only a million of three issues needed to play video games easily without lag. something is a short duel middle CPU & a minimum of 2GB(XP) or 3GB(Vista) equipment RAM. If playing on-line a short severe % broadband internet connection is recomended.

nvidia6600 is what I got. Runs COD2 and quake 4 at high quality. my comp is old an athlonxp 3200, and fraps says I'm running at 25-30 fps. which to me was still smooth. no hiccups or lag that I noticed. I got mine about a year and a half ago, I overpaid but it was only $150 at best buy, online(ebay)much cheaper. to me it was worth it. 6600gt is supossed to be as good as a 6800 but much cheaper.
