In psychological state, Is it a good or evil for Hitler using the view of Plato ? or we just ignorance?

So, Plato's metaphysics and ethics are based around his theory of forms. In his Republic, he discusses how the "Philosopher king," the ruler of Plato's state, should have a very few, special attributes. The first one is wisdom. To Plato, wisdom comes through learning the truth about the forms. To truly appreciate the forms, a person must appreciate how the forms interact, or commune, with each other. To Plato, a couple forms commune with all other forms. For this discussion, we will single out the form of "goodness." Plato believes that "goodness" communes with all other forms. Thus a true philosopher king, will appreciate this fact and acknowledge that wisdom, therefore, is only achieved if goodness is one of its central ideals. Now, Hitler might get off by claiming that he believed that he was doing good by committing the acts that he did, but Hitler should have realized this by reflection on the acts that he committed using reason and wisdom. Plato would also consider Hitler a bad leader because a philosopher king is supposed to be reluctantly pushed into power by his peers because of he partakes with wisdom the most. Hitler definitely was ambitious and was not "pushed' into power by his peers alone.
As to whether we are all driven by our environments, you would be correct in claiming so to Plato if, and only if, the forms are considered part of your environment. At first, an unwise person might be motivated by his environment via the material objects that partake in certain forms. However, if that person then becomes wise, he will be motivated by the forms alone. Since the forms according to Plato are completely separate from the existence of man, this is an adequate interpretation.

Of course we are driven by our environments - Regardless of whether we are surrounded y good or evil circumstances I believe that it is how we interpret different acts and react to them in our own good or evil ways as opposed to reacting all the same to the same situations.

Are we really driven by all environment?

An individual is the sum of his/her experience that has been shaped by environments created by other individuals within his/her proximity realm.

That individual expresses the thinking shaped by those environments, and shapes/perpetuates the environments that created him/her.
