That's a good sign that your mare is coming into her heat cycle. But some mares will tease geldings and stallions even when they aren't in heat so you can't take that as the gospel.

When your mare is in heat you'll notice a distinct color and smell of your mares urine. Her urine will be more cloudy and you will also notice a cloudy sticky discharge dripping from her vagina. Often it will smell like a thick sweat- sort of like a boys locker room and even be hard to scrub of of hair and her tail.
You may also notice her winking or even a swollen vulva.

However it is pretty early in the year for your mare to be in heat as most mares become an-estrous during the fall and winter months where they have a quiet cycle without producing eggs. This is because daylight hours are few during this time and limited UV source will cause the body to become quiet.
Most mares won't retain their regular heat cycle until late spring. Although, by keeping your mare under a UV light source for extended periods of time during the winter can cause your mare to have an early estrous cycle.

From your description of her behavior, I would say that she is in season. However, keep in mind that horses raise their tails when they're excited about anything. They will also present their rear to other horses threatening to kick them if they don't stop bothering them or if they don't get away from them (but if your mare is friends with these geldings, that's probably not the case). Also, horses are social animals, so nuzzling doesn't necessarily mean she's in season. But, like I said, she probably is.

The males know when a mare goes in heat and usally stays near them smelling them. If the mare starts to drip a little. and the tail raises slowly then yes shes in heat.
