That depends on how you measure it. The British form of government, for example, has evolved significantly over several centuries but no single document since the Magna Carta in 1215 could be said to have 'changed' the basic form of government. In this sense they are probably the 'oldest' nation in the sense of a common sense of identity and more or less continuous government as 'the same' entity.

The United States has had the same government since the ratification of our Constitution in 1789. This is one of the oldest continuous governments in the world using the same basic law.

In that time France has had two monarchies, five republics, one foreign occupation and several periods of anarchy or mob rule; yet they still think of themselves as the 'same' country and are undoubtedly an older culture.

And then, of course, there's Egypt. This area has been continuously occupied and known as 'Egypt' or some variant thereof for no less than 5,000 years (possibly 10,000). Yet even then, it has been conquered and its government changed so many times that modern Egypt is hardly the 'same' country as the Pharaohs ruled except in its location.

There's been civilisation in Iraq since 4,000 BC, but it hasn't always been the same country: first it was Sumer, then Babylonia and Akkadia, later part of Persia. It was conquered by the Greeks, the Romans, the Byzantines and the Arabs. You might say it is the oldest country in the world.
