You need to apply for a visa before you arrive in Japan. You can get it through the Japanese Embassy in your home country.

Well, two things, 1. As the others have said, you cannot get a visa while you are IN Japan. So, you will need to apply for a visa before coming to Japan and you will receive you visa from the Japanese Embassy in your home country, and the visa will be validated at the airport once you arrive in Japan.
2. The only visa you can get without applying is a tourist visa. but you will have received it even before you arrive in Tokyo. You would get it at the airport of disembarkation.
So, it all depends on what kind of visa you are talking about. If you are talking about a mere tourist visa, as I said, you would automatically get it once you arrive at the airport. It lasts for only 90 days though. If you are talking about a working visa or a student visa, that is a different issue. You can come to Japan on a tourist visa and search for a sponsor within that 90 day period. If you are able to find a sponsor, the sponsor would get all the paperwork done at immigration and within a week or two, immigration would give your sponsor a "Certificate of Eligibility". The sponsor would give you the "CoE" and you would have to leave Japan soil, got to the nearest Japanese consulate on foreign soil and apply for your visa there. There are a few conditions you would need to fulfill to get the processing of your visa fast-tracked so you can get it the next day, so prepare for an overnighter. The closest Japanese consulate is in Korea. You would need to write a letter asking them to process your visa overnight, if you don't, they won't.
Also, it is very difficult to get a visa this way, because you will need to supply your sponsor with a lot of paperwork depending on what kind of visa you are trying to get. If you are trying to get a student visa, you will need to supply school transcripts, and a bunch of other stuff. If you are trying to get a working visa, you will need verification that you are qualified to work in that certain field. Paperwork that is a lot easier to get in your home country.

If you are just coming in as a tourist and your country has reciprical relations with Japan (such as the US), you do not need to apply for a visa in advance. When you arrive at immigration and present a valid passport, it will be stamped with a 90 day tourist visa. This will give you three months to travel around before you must leave for your country of origin.
If you are planning to work or go to school in Japan, then you most definately need to apply for a visa in advance. For both, you must apply at the Japanese embassy in your country of citizenship and present proof of employment or being accepted into an accredited education program. Be aware that if you are applying for a work visa that not every job will qualify you for one - jobs like bartending are not covered. And if you are found overstaying a tourist visa or working without a valid work visa, you can be arrested and deported and prohibited from returning to Japan.

Unless you're from a visa exempt country, you need to obtain one prior to arriving in Japan. If you want to extend your visa, after you arrive in Japan, you need to go to the immigration offices.

You need to get a visa before you leave to where you want to go. Contact the embassy of the nation you want to visit, they will give you the forms. Do it now as it takes some time.

You can apply for one when you get to customs Immigration, however you CAN be turned away, and then you stuck in the airport until you can get a flight home... not fun..
Get on before you leave. what country do you live. check to see if you NEED one. if you live in a county where you don't need a visa you can stay 90 days. Then you NEED one to stay longer.
