Only when i am somewhere that doesn't have a place or a place close by (like the zoo or the petting zoo area of the state fair).
Otherwise it is used in addition to washing hands.
Many places now have the automatic dispensers installed. After that flu vaccine fiasco, nobody wanted to take chances.

Yes. God only knows what kinds of germs are on the faucet handle in a public restroom. I have seen some questionable looking faucets in some questionable looking bathrooms.

No, I wash my hands and then use the sanitizer. I have a dirty job. =)
