I have a signal that is always at 100%, but it;s locked. I figure I'll just offer to give them some money for access considering the person I'm using now is unreliable. What do you think $10 a month? 20?

It depends a bit on the speed, and whether or not it is secured. However, I think half of his cost would be reasonable. His cost could be from $15 per month up to a hundred or more for high speed.

Well its tecnicaly illigal so keep that in mind. Your not paying the company for there services that your using. Further, the neghbor is making money off of there goods. But if they're willing you might get it for free. Otherwise 20 bucks sounds reasonable.

if the guy is an idiot, and lets you snag some bandwith, then he gets what he deserves. when you download music and software you both will go down.
offer him half of the cost for the monthly service. If he is smart he will turn you down.

See how much he pays for the service and offer him half; he has to provide and maintain the hardware, and you get the same service.
