There is more than one possible reason for this. First, How many languages is your child exposed to? Is he only learning English or is he also exposed to a 2nd or 3rd language? Usually, children that are spoken to by mom in English, and dad in Spanish, tend to take a little longer to start talking. There is so much information they are taking in (double of everything). He will start talking as soon as he is ready. I have a cousin who did not start talking until he was four, and even then it was difficult for him to be understood.
If you think there might be something seriously wrong, like hearing problems maybe? or speech impediments you should take him to his doctor and have him referred to a specialist, they will know exactly what to test for.

I really wouldn't worry about it yet. I didn't talk until I was three and a half and I know a guy who didn't talk till he was five. Albert Einstein didn't talk till he was five either. You might want to ask the doctor, but it's not time to start worrying.
