I think Rory's best boyfriend was Jess. He was the best match for her, especially intellectually, and you could tell he truly loved Rory. But I think Rory will stay with Logan. I don't mind Logan though--I hated him at first, but he's grown on me now that he's acting more mature (for the most part), and I think he's been good for Rory. Dean and Rory were cute together in the beginning, when they were 16, but as adults they're not a good match. Dean made a lot of stupid decisions when it came to Rory (like narcisscus said) and he got jealous so easily (it got to the point where it was a little creepy).
And for Lorelai, her best boyfriend was definitely Luke. No one else even comes close, in my opinion.

I thought Dean was her best until I got to pondering. He always made stupid decisions though. Like for one he was married and slept with Rory. Number two he had doubts about getting married because he had feelings still for Rory but he still married the other girl. Thirdly, the night of her coming out he was suppose to pick her up. Instead he left her standing there in her grandmothers drive way because he felt like Rory was interested in the other guys and that he did not fit into her life. Dean was her best boyfriend in her younger days. Logan made Rory take understandable risks. He taught her to look at things in a different light. I vote for Logan. Logan is going to be the one to pop the question I truly believe.
Lorelai's best to me will always be Luke. They are two peas in a pod. Luke made a ice rink just for Lorelai. Luke understood Lorelai's craziness. And Luke always was fond of Lorelai. He was always there for Lorelai and Rory regardless the circumstance.

Jess was the best match for Rory. He was her intelectual equal, even if he was a bit rebellious.
For Lorelai, Luke. They are like soul mates, but haven't figured it out yet. Part of the problem is that Lorelai is so quick to jump into bed with the next guy after having a fight with one. I liked her with Max, too - but she REALLY messed him over.
