I have been watching her carefully. It does not seem that she is underweight; she is skinny but not too skinny. Just the perfect weight. So my question is, do bulimics have to be underweight to be bulimic?

No bulimia is primariliy a behavior.
This behavior tends to make them lose weight, eventually.

No. It's often harder to tell those who suffer from bulimia for that reason. A bulimic will often binge, eating large amounts of food, then they purge themselves, either through vomiting or the use of laxatives. Either way some of the nutrients from the food have been absorbed into the body, bulimics may become slimmer but it isn't often for them to luck unhealthily thin like anorexics. They starve their body of any nutrition which results in loss of fat and muscle which makes them look emaciated.

Bulimics can be average weight or fluctuate around it.
When she told you, did she say she was trying to stop being bulimic or did she just state that she currently was bulimic. Look more at her habits rather than her figure because you will find out more by what tendencies she has around food, after meals, etc etc etc.....

Not like that, bulimics are the persons having excessive or insatiable appetite.
So they need not be underweight

Bulimia refers to an unhealthy behaviour, not to appearance.
But are you sure you're not confusing it with anorexia?
Bulimia has episodes of binge eating (with or without purging) and anorexia is mostly about starvation.
