On my cable ISP, I can add up to 5 more IPs for 5 bucks a piece. Is it illegal to sell these to my neighbors for a higher price?

Well you had better check with your cable provider.

Most of them prohibit what you want to do with the Terms of Use statement that you accepted when they hooked you to the internet.

Most of them also offer "Business" class service which probably DOES allow you to do what you are proposing. But you need to know before you do any reselling of bandwidth (IE opening your own ISP)

The fines are significant and the jail term could be rather burdensome. Theft of services is a major issue you know.

Probably- your isp could yank your account. Why don't you just hook up a wireless router and charge your neighbors per month for the wep key? You could always change them, and this is much harder to track.

ena137 has the right idea - charge for wireless key. You can change your WEP/WPA so easily - so you stay in control.
