The Deutche Demokratiche Republik or East Germany as we called it was a republic. It called itself democratic but it was Communist. They had a sort of parleament and they were "elected". Of course there was only one party running but they were "elected". So, no.

Having a parliament or elected officials doesn't mean the country is Democratic.
In some countries you only have one party running so you really have no choice as to who you will vote, therefore it cannot be called a democracy. It is a dictatorship with only a show of being Democratic.

A democratic nation is defined where the political leaders are elected. But some Democracies aren't so Democratic.

As an example.....The UK does elect the House of Commons, but only a few in the House of Lords. The Prime minister IS NOT directly elected by it's people.
