Legally? No. Drugs are illigal in Japan for good reason.

But I know some people grow them at home and I think a while back there was a few weed farms in Hokkaido that were found and shut down.

And yes there are dealers and most of them though have some kind of contact in the Japanese mafia.

They grow male hemp for material. I live in Okinawa, Japan and for the longest time I thought everyone was stoners cause there are marijuana symbols everywhere such as air fresheners, necklaces, and such but growing hemp for material is HUGE here.
