It's for the ease of the Teachers/Administrators. The theory is that kids are less likely to be hitting, pinching,poking, in a single file line.
You make a valid point though, with the Fire Drill thing.

my school doesnt. not even in the lunch line!! and if theres a fire we all SCRAMBLE out no lines. except for a tornado when we are all lined up against the wall
