There are SO many books on computer programming and we all learn things differently.
I think the best thing to do is go to http://amazon.com/. do a search for programming under books. On the left side, you will see "narrow by category". Keep choosing the categories until you are in the exact kind of programming you want. (I know you asked about web design, but there different kinds of web design. And I am not sure what kind of things you wanted to design on the web.) Once you find your category, you can look at the different books and find something you like.
Since you are here in Taiwan, there are only a couple of places to buy English computer books. The first is Page One in Taipei 101. Page one has a pretty good selection, and you can sit down and read at your leisure. There is also Caves Books, but there stock is often unreliable when it comes to anything except English study material, as that is their specialty. I have also heard that there is a computer book store in the electronics district, but I don't know what it is called. Other than that, the only other way might be to order of off Amazon. I have done so a few times. They are very fast, (about 1 week) and I have never had any trouble.
Good luck with your studies. I wish I could say this or that title is better, but I really believe that if you look at some books, you will find one that will be best for you.

You did not mention the Language.
If you want Chinese books then the best place will be the Guanghua Electronic Market for all PC Related books in Chinese for Web designing,Programming e.t.c. (New and Secondhand).
Zhongxiao/Xinsheng MRT stop, Exit 4, turn right , walk to 2 traffic light, turn left and walk for 2 mins. All the books stores are in Block 1 and 2

many books for com.programing and web design .if you want buy in Taipei ... in Caves book store ...or in 101 ,one book store (name forgot).if you want buy by net you can check http://amazon.com/. but you have to pay in credit card. just check it....
