My crush and i only talk when a party is coming up and it is about the party! One time he wrote me a note for my mom to call his mom and he wrote my name 2 times on it and at the end he wrote sincerly rush!!!!!!!! But we only talk or write a note when a class party is coming up! What does this mean?

Could call it a relationship of oppuritunity. Which doesn't really count out any feelings or intensity of those feelings, but just sujest that due to some insecurities you guys only meet in curtian situations. Not insecurities about yourselves just for the chance of it becoming a relationship, because of this uou guys only communicate when you have a agreed upon situation in which you both feel comfortable in, best bet if you like him, bring it into other places.
