I don't know if it is a law or a regulation but you can't be promoted without receiving a pay increase in the GS system. So, compare the GS 14 step 10 salary with the GS 15 scale. The first step on the GS 15 scale that exceeds your current salary is the minimum step you will be awarded. Additional steps can be awarded at the time of promotion but it doesn't happen often.
