A desktop computer will take any keyboard. I recommend that you unplug your existing keyboard and look at the plug. I could be a rectangular USB plug or small Round PS2 plug. It is best to get a keyboard with that same kind.

Most modern keyboards will plug in just fine. Get another keyboard with the same connector - ie ps2 or USB - rarely the computer might not like changing from ps2 to USB or USB to ps2.
You can almost certainly get another genuine Dell keyboard off eBay - there are usually hundreds on there, both new and used. Make sure you don't accidentally buy a "cut-down" Dell keyboard if you want a full size one... the skinny Dell keyboards don't support your hand so well when typing, but some people like them.

Yes, you can replace it with any USB keyboard. Check bestbuy or a similar store, they have tons of options- wired, wireless, bluetooth, etc. Cheap ones can be bought for around 15-20 bucks.
