Welding underwater is really hard and once, I thought it was impossible...but it takes a bit longer than welding on land. if it is in a pool, the pool is usually drained so that the metal fixture is out of the water. then the welder just wades in the water and welds normally...if its in the ocean, then they'll just have to weld normally...they probably use a special chemical to weld underwater.

This is a skill that is related to comercial diving. If you want to get into this field you must pass a comercial diving school. There is a few of them in Texas. You can do a search for comercial diving schools. Good luck
