I think I see the sparkplug cover under the seat, but I can't get the cover off.

Don't listen to the last guy... changing spark plugs is easy and you have no excuse for paying a shop $80 an hour labor to change them for you. Not to mention how they mark up all the parts they sell by 100% and get outright hostile when you decide to do the work yourself after they charge you $130 for a two word "diagnosis" which ultimately turned out to be completely wrong.

Anyway, if you can find a service manual for the scooter it will tell you exactly where the plugs are and how to get to them. After that, just take the electrical connector off the iginition coils, pull the ignition coils out, and change the plugs with a spark plug wrench. Don't tighten them too much or you might strip the threads! That is the only thing that can go wrong here.

You might have to remove some of the plastic.
Either a side cover (colored Plastic)
or the black cover in front and below the seat.
Some Jap scooters have a trap door under the seat in the storage compartment. Sometimes the the entire compartment has to be removed.
Most likely, you'll have to remove one of the plastic side covers.

Go straight to the Mechanic or Service Station. Good at least you know what is a Spark Plug and where it is located. Once you learn next time onwards you are an expert at least on changing plugs.
