The title of the song is Beep Beep and it's by the Playmates. It wasn't really about a car race but ended up that way. A cute little song from the 50's.

I don't think it's a song about a car race. The only song I know of that specifically mentions 2nd gear is Sammy Hagar's "I can't drive 55..."

The song was called "Beep Beep", although I can't remember who recorded it.
